Question How are draft dodgers not cowards?

I hear that they had the right to run because Vietnam was a terrible war. There were tons o men who didn't want to go but served, but the people who ran to Canada were then pardoned by carter. How are they not cowards, and should they even be let back in the USA to begin with? When the country needed them. they ran. Why let them back in when or if the USA if they showed when they are need they flee?
